TONE DEAF is the inability to perceive musical pitch without accuracy. Sometimes when I hear people sing in church, I hear some off-key notes.   

As a slang term, TONE DEAF is the inability to understand social situations well. This might result in awkwardness, offense, or showing lack of empathy. It describes a temporary mistake in judgment or awareness, not a permanent way of being.
